STATE OF THE MUNICIPALITY ADDRESS

       Vice Mayor Bonifacio G. Malinao, Sr., colleagues from this August Body, to our 39 Punong Barangays, School Administrators, Heads of Attached National Agencies, Executive Department Heads, employees, honored guests, ladies and gentlemen, a pleasant morning to all of you.

First of all, let me express my gratitude for the trust and confidence bestowed on me by the people of Bauang. Their overwhelming support is a continuing inspiration and motivation for your humble servant to strive for excellent public service.

       It is a great honor for me to speak before you today and present what we have humbly accomplished for the past year under my stewardship in realizing our development plans guided by our mission to “effectively and efficiently deliver social, environmental and developmental services to our constituents by strengthening our commitment for good governance and sustainable development, adopting innovations and harnessing skills for a progressive Bauang.”

      First in the sector of Administrative Governance, the cordial relations and partnership between the Executive and Legislative departments led to the passage of significant resolutions and ordinances. Among the key legislation for 2013 are the enactment of the Smoke-Free Ordinance of the Municipality, the Comprehensive Environmental Code, Revision of the Traffic Ordinance, Career Development for our employees, and establishment of PhilHealth Trust Fund from the proceeds of Primary Care benefit to be provided by the PhilHealth to qualified beneficiaries. This strengthens our commitment to improve the lives of our constituents by protecting our natural resources and increasing their access to quality health care services.

     For this year, we will endeavor for the completion of our Sanitation Code and the Municipal Investment and Incentive Code to institutionalize a business-friendly municipality that supports continuing progress and development.

      In terms of human resource management and development, the Regional Office of the Civil Service Commission has very recently granted the Municipality Level II Accredited Status under its Program to Institutionalize Meritocracy and Excellence in Human Resource Management giving a satisfactory rating in the performance of our HRM Office and recognizing our 100% compliance to the Anti-Red Tape Act.

While the Strategic Performance Management System still needs to be implemented and the career development functions of the Office needing improvement, we are institutionalizing some monetary and non-monetary incentives for our employees.

“Para Guapo, Iwas Bisyo, Mag-ehersisyo.” We instilled the importance of a sound body and living a healthy lifestyle to every employee with the fruitful conduct of our sports fest last year.

We may have fell short of implementing a full reorganization like we have envisioned in the past year, but we will continue to promote the welfare and development of our employees and will establish an efficient and responsive local governance.

As part of our Job Generation program, two (2) job fairs were initiated in 2013 by our Public Employment Service Office (PESO) in cooperation with the Department of Labor and Employment. 55 were hired on the spot from the 259 registered job applicants for local employment, aside from the 128 who registered for overseas employment.

In terms of customer service, we are guided by our slogan Trabahong Guapo Iaalay Sa ‘yo. As taxes are the backbone of our local economy, it is our desire to provide the highest degree of services to our clients. To ensure ease in the issuance of permits and licenses, we streamlined our processes and adopted a uniformed form for Business Permits and Licensing System and ensured full compliance to the Anti-Red Tape Act. The simplified, single unified application for both new and business renewal reduced the number of steps and processing time. We are aware of the inconvenience experienced by our clients especially our elderly citizens, hence, we will strive to further improve our services and establish a one-stop-shop for the convenience of the general public we serve.

In terms of Social Services, we have provided adequate support to education. The Construction of the Multi-Purpose Sports Oval and the re-construction of the covered court at the Bauang North Central School which we envision to be the center of division and inter-division sports activities in the next years. A one classroom school building in the new Eulogio Clarence M. De Guzman Junior Memorial Elementary School in Pagdalagan Sur, a Multi-Purpose Acao Learning Center, and a multi-purpose covered court in Calumbaya Elementary School, including the perimeter fence at Paringao Elementary School were all erected last year. From the Special Education Fund, a total of Php18, 905,000 were utilized for the improvement of educational facilities and farm-to-school roads.

Aside from infrastructure support, basic school supplies and notebooks were distributed to more than 9,600 public elementary students at the start of school year 2013-2014.

From the Local School Board Fund, scholarship assistance was provided to 50 needy but deserving college students per semester. On the other hand, 51 students benefitted from the Special Program for the Employment of Students (SPES) that we implemented in partnership with DOLE.

We maintained the services of forty-three (43) Local School Board teachers, aside from the seven (7) LSB nurses to ensure that health services are also provided in our schools.

Aside from hiring the services of a consultant and two teachers for Special Education, we have also provided a convenient space for its classroom at the Senior Citizens Building. Our first SPED class started February last year with four pupils and at present catering to 18 special and differently abled children. One of them mainstreamed to regular kindergarten class last June.

From the Special Education Fund, Php518, 000 was earmarked to sustain the various literacy cum livelihood projects under the Alternative Learning System, catering to out-of-school youth and other adults. We have launched Project MARTIN Computer Literacy Program and Livelihood Trainings on Cosmetology, Food Processing and Shiatsu and Swedish massage benefitting 156 youth and adults.

Considering the numerous needs and problems that beset the education sector, however, our efforts are still not enough. There are still school buildings that need to be improved and children that need our support and immediate attention. Rest assured that we are giving quality education a top priority.

Aside from education, health and nutrition is one of our immediate concerns. We are lucky that we have acquired the services of a rural health physician under the Doctor-to-the Barrios Program of the Department of Health. And to augment our present health personnel, nine additional nurses under the RNheals program and one midwife under the RHMPP (Rural Health Midwives Placement Program) are on duty at the RHU and Lying In.

Our Health Unit have provided free medical consultation and treatment to more than 16, 000 walk-in patients, a significant increase from the more than 8,970 patients served in 2012. On the other hand, 2,566 availed of our free dental services.

The Center for Health Development- Region I have recently recognized our RHU- TB DOTS Center with the Pillar of Performance on Microscopy Laboratory Award and Continually Improving Award for our performance in the delivery of laboratory services and communicable disease control. Other services like immunization, family planning, growth monitoring, nutrition, health counseling and education training, anti-rabies program, blood donation, and environmental sanitary services have been implemented.

On our second year, we bagged the prestigious Red Orchid Award, now more than ever challenged to persevere and sustain our efforts. Kudos to the laudable efforts of the Anti-Smoking Task Force, MENRO, the Health Office, and the other departments. Now, join me as we level up our campaign, with the enforcement of our Municipal Ordinance No. 12 or the “Smoke-Free Ordinance of the Municipality” and as we face the evaluation for our 3rd year vying for the Hall of Famer as a Smoke-Free Community. Together, we can make Bauang, a tobacco smoke-free and a healthier environment for all of us especially our children.

Since the Doña Corazon Campos Ortega Lying In, Maternity and Geriatrics Clinic was established in 2012, we have worked towards its PhilHealth accreditation. In 2013, 156 childbirths have been registered and assisted more than 1, 958 pregnant women, providing them with prenatal and post-natal services.

Worthy of commendation is the sanitation efforts and initiatives of Barangay Payocpoc Sur, under the leadership of Punong Barangay George B. Picardal, for being one of the National Awardees last year to represent Region I in the Search for Barangay with Best Sanitation Practices. Let the examples of Baccuit Sur, Parian Oeste and Payocpoc Sur be emulated by the other barangays.

For social welfare and development services, each barangay has its Day Care Center accommodating a total of 1, 285 day care children. The municipality is compliant to Republic Act 6972 “An Act Establishing a Day Care Center in Every Barangay”.

The municipality has 2,145 beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps). Last December 25, 2013, 300 4Ps beneficiaries received gift package from the local government under our Pamaskong Handog Project. We have established an office space for the 4Ps at our municipal building to ensure close monitoring of the status of beneficiaries and implementation of the program.

A total of 5,772 identified indigents are provided with PhilHealth cards, comprising 100% of the target PhilHealth beneficiaries in the municipality.
45 out-of-school youth were identified to be eligible under the Government Internship Program of the DSWD, in partnership with TESDA. Each of these scholar-beneficiary received a total of P20,000.00. At present, 60% of these OSY are employed and 25% of them self-employed because of this cash for training program.

From the hand-to-mouth sector of fishermen, 200 of them were organized into 13 Self-Employment Assistance Kaunlaran Groups (SEA-K) who were each given seed capital for their livelihood, funding of which came from ABONO Partylist.

Bauang enjoys a generally peaceful and orderly environment conducive to progress and development. This is attributed to the strong coordination between the local government, the local police force, and the community. We have a very low incidence of index crimes and a 100% crime solution efficiency.

In terms of Economic Services, under Agriculture and Fisheries Development, the Philippine National Aquasilviculture Project was launched last year in partnership with the Bureau of Fisheries and Aquatic Resources and the Provincial Government of La Union. It is now providing livelihood to the 76 members of the Bauang Fishing Group Consumers Cooperative of Barangay Parian Oeste. It achieves fisheries resource protection while expanding the number of self-sufficient fishermen and their families.

Apart from three (3) units rice and corn thresher, two (2) hand tractors and 266 sacks of grains and corns were awarded to four (4) farmers associations, 18 goats and 76 swine breeding were dispersed and re-dispersed by the Office of the Municipal Agriculturist funded by the Department of Agriculture Region I.

Three hundred thirty (330) units of Jetmatic pumps, 20 palay grass cutters, 12 units of hand tractors, 48 units of Robin 5 horse power pumps, 5 Submersible pumps, and more than 20, 000 sacks of assorted fertilizers were among those farm implements and post-harvest equipment distributed to farmers associations last year. Four (4) associations were also provided livelihood assistance in the amount of P140, 000.00.

The Livelihood and Skills Development Program was funded by the Department of Labor and Employment (DOLE) who closely monitored its implementation. This program is composed of the Goat Breeding Project awarded to 4 farmers associations, NegoKarts granted to 21 4Ps beneficiaries, Turmeric Processing Project for the TGIS Asosasyon, and 4 Fishing Bancas and paraphernalia given to two fishermen organizations.

Also significant last year is the the organization of women-crocheters from the different barangays into Bauang Crochet Association, Inc., with 50 members and growing, wherein we are reviving an important culture in Bauang and more importantly, providing a livelihood to these women through this industry. Big malls like SM are now getting their supply of crochet items from the Association.

A vermicomposting project was extended to the barangays of Acao, Ballay, Sta. Monica, Palugsi-Limmansangan, and Parian Oeste benefitting farmers into organic farming. Funds of which came from the Priority Development Assistance Funds of Sen. Ferdinand Marcos Jr.

For infrastructure projects, farm to market roads in Barangays Paringao, Central West, Bagbag, Upper San Agustin, Lower San Agustin, Sta. Monica, Payocpoc Norte Este, Pugo, Quinavite, Cabisilan and Calumbaya were concreted last year. Flood control structures in Cabalayangan and Payocpoc Norte Oeste, a line canal in Pilar, and slope protection in Sta. Monica and Casilagan were also constructed. Streetlights were improved. Ongoing is the construction of Multi-Purpose Farmers Hall in Central East and Bucayab.

Improvements of our new Bauang South Cemetery were fully completed last year providing a more convenient and memorable resting place for our dearly departed.

In 2013, total infrastructure projects amounted to Php 38,737,625 from the 20% Development Fund, Special Education Fund, Department of Agriculture, share from tobacco excise taxes, LGU Regular Fund, and Development Assistance Fund.

On Environmental Management, six (6) outstanding barangays namely Payocpoc Sur, Parian Oeste, Disso-or, Pugo, Bagbag, and Quinavite have been recognized for their clean and green programs in a municipal-wide search. The more challenging part is sustaining these programs as we continue the search now on its 3rd year and rewarding the commendable efforts and motivating other barangays to likewise excel.

Since the implementation of our municipal ordinance on the prohibition on the use of plastic bags on dry goods and regulation of its use with wet goods, we have registered a 40 percent reduction of collected waste. 138 persons were apprehended and fined with the implementation of this ordinance.

Tree-planting activities and coastal/river/creek clean-ups are participated not only by municipal officials and employees but other government and civic-oriented groups and stakeholders as well. Significant to note is the creation of a Creek and River Basin Management Council in every Barangay.

Bauang continues to be a learning center for health, sanitation and environmental protection initiatives, accommodating visitors from the LGUs of Tagudin in Ilocos Sur and Bayombong in Nueva Viscaya.

The challenge brought by global warming and climate change are becoming more serious and threatening leaving us with no choice but to confront these with a comprehensive, concrete and coordinated action along with other national agencies, local government units and stakeholders. Recently, we endorsed a resolution from the Municipal Disaster Risk Reduction and Management Council and a Sangguniang Bayan Resolution urging the Provincial Government of La Union, Department of Environment and Natural Resources, Department of Public Works and Highways and the Office of Civil Defense to immediately facilitate a coordinated and concrete action plan on preventive measures to address calamities in the Municipality.

Our MDRRM Office and functional Emergency Operations Center with its trained and reliable personnel, including its WASAR (Special Water and Search Rescue Team) are on 24-hours on duty and on-alert when there are weather disturbances like heavy rains and typhoons.

An important aspect of equipping our Municipal Integrated Lifesaving Team composed of the WASAR team, members from the BFP and PNP, RHU-Emergency Medical Services, and is their completion of a two-day training on Basic Life Support, Mass Casualty Incident Triaging Lecture for first responders and drill conducted by the ITRMC.

With our intensive information, education and awareness campaign on disaster prevention and preparedness, the people are becoming resilient, evacuating themselves in times of heightened alert thus preventing the loss of lives and properties. Earthquake drills for the municipal employees and students in schools were conducted as part of capacitating them on disaster-preparedness and attaining zero-casualty when disaster occurs.

Our MDRRM Consultant Mike Zarate joined the expedition to locate one of their Guardian Angels International Officers Ismael Mayo who was one of the thousands of casualties in the Yolanda-stricken Tacloban.
In terms of Financial Performance, Bauang enjoys a continuing improvement of the local economy as collection from local sources increased by 12.56% between 2012 and 2013. Locally-sourced income for 2013 is recorded at Php 70, 076,664.00 from Php 62, 257,203.00 in 2012. This signifies lower dependency from external revenue sources.

The fundamentals of good governance are valued in the LGU. Bauang is a recipient of the Seal of Good Housekeeping for practices that values transparency, accountability and participation of the private sector in local governance. We are also compliant to the Full Disclosure Policy of the DILG.

Aside from transparency boards strategically located in conspicuous places and our functional web portal, we have utilized the advantage and reach of social networking sites such as facebook and twitter. Our official Facebook page is at more than 6,200 subscribers and counting. We have utilized this venue not only as an information tool for the dissemination of our programs and projects but more importantly, in gathering feedbacks and suggestions from our constituents.

Posts in some facebook accounts have circulated for the past weeks regarding the travel of executive department heads. I am pronouncing, in addition to the statement we earlier released, that no public funds were released to the said unofficial trip, it was of their own personal undertaking and resources. Let me stress that I am accountable to the government funds and how these are utilized for legitimate projects for the welfare of my constituents.

In recognition of the vital role of the private sector to effective local governance, our civil society organizations, composed mostly of farmers, fisherfolks and women’s associations and cooperatives, are well represented in our Local Special Bodies.

Our partnership with the Fil-Chi Love and Care Foundation, Inc. have produced 631 graduates for basic computer literacy and 33 for computer hardware servicing to date and now we are on with the last two batches for the basic computer training and on computer hardware troubleshooting. An aggregate group coming from the sector of the OSY, students, housewives, and both the employed and unemployed are now equipped with ICT skills.

Twenty computer sets were donated by PhilWeb Corporation to Baccuit Elementary and National High Schools thus providing them with additional instructional and educational tools. Another private organization, Melbourne Nurses on Mission, distributed school supplies to students in Bucayab and Boy-utan Elementary Schools. Two (2) classrooms in Sta. Monica Elementary School were also constructed and donated by the National Grid Corporation of the Philippines (NGCP).

For our Flagship Programs, with the active participation of the private sector in the tourism industry, particularly the Bauang Tourism Council, we have a steady growing crowd for various festivities aimed to bring locals from neighboring towns and foreign guests to Bauang.

Our celebration of the Baggak Festival, Panagyaman 2013, and the Panagkakarar-rua, BTC’s Oktoberfest and Food Fests have significantly promoted our tourism manifested by the growing number of tourist arrivals. During these events, not only resorts and hotels benefit and earn but small businesses as well.

Aside from the Gangwon Teachers Choir from South Korea performing in Bauang last January and the very recent visit of the Tae-Baek City officials, we expect formal sisterhood relations with one of their cities inked in the coming months which will mean an exchange of culture and Bauangenians sharing Philippine culture in Korea. A concrete manifestation of which is the invitation for the Bauang Baggak Choir to perform in the Province of Gangwon, another pride for all of us.

Seven barangays were hosts of our GABAY program for the previous year bringing our medical, dental and other frontline services to the people in the barangays.

The primary goal of my administration is the improvement of the living condition of the more than 2,900 poor families in Bauang. I have in many occasions, stressed my policy on Poverty Alleviation, encouraging every department of the local government to innovate strategies and encourage other agencies and private organizations to help alleviate the plight of the less privileged members of our community.

Bauang is very fortunate to be one of the 10 LGUs in the region and among the 609 in the country to receive assistance from the National Government under the Bottom-up Budgeting Program amounting to Php 9, 000,000.00 for the implementation of Poverty Reduction Programs. We have identified and successfully implemented these projects through the Municipal Poverty Reduction Action Team with the Department of Agriculture, Department of Health and the Department of Labor and Employment.

Poverty reduction strategies were focused on the improvement of existing health facilities, increase number of health personnel, provision of basic infrastructure support and facilities needed to enhance agricultural development and productivity, and provision of livelihood programs and skills development trainings to out-of-school-youth, unemployed poor and other needy adults.

With funds from the Department of Agriculture amounting to Php3, 000,000.00, the Improvement of Farm to Market Roads, in Barangays Sta. Monica, Palugsi-Limmansangan and Lower and Upper San Agustin were all completed in December last year.

The improvement of the Rural Health Unit, on the other hand, was undertaken by the Department of Health through the Department of Public Works and Highways (DPWH). The project intends to construct the second storey of the RHU Building which started last quarter of 2013 80% of the initial phase have been completed.

All these accomplishments would not have been possible had it not been for the efforts of the people behind the operations of the LGU – department heads and employees; supportive legislators, the Civil Society Groups, NGOs, Peoples Organizations, the barangays and all those who worked hard to accomplish such daunting tasks.

For 2014 and beyond, we will strive to realize the following projects:

• A fully-equipped Health Facility in Barangay Payocpoc Sur and other barangays to provide adequate health care services to residents

• Utilization of the local government lot in Barangay Ballay for Relocation and Housing Program;
• Expansion of Level III Water System in the southern barangays;

4. Social Welfare and Development Services
• Continue the implementation of Poverty Alleviation Programs

C. ECONOMIC DEVELOPMENT
1. Tourism and Sisterhood Relations
• Development of the 82-Hectare LGU property located in Barangays Pudoc, Parian Oeste and Payocpoc Norte Oeste for tourism, light industry and establishment of Fishermen’s Village;
• Establishment of Bauang Investment Promotions Office & Tourism Information Center;
• Sisterhood Relations with the City of Manila, a City in Gangwon, South Korea and other cities and municipalities here and abroad;
• The staging of Balik Bauang 2015

2. Infrastructure and Other Developmental Projects
• Construction of an Alternate Route at the old Philippine National Railway from Pagdalagan Sur to Central East to ease traffic at the urban core;

D. ENVIRONMENTAL MANAGEMENT
• Dredging of the Bauang River and major creeks to rehabilitate these water bodies, restore their natural beauty and mitigate flooding and erosion that for years affected the lives of our constituents;
• Coastal and Mountain Rehabilitation Program; and
• Establishment of a Waste Management Facility that will not only minimize waste but converts biodegradable waste materials into energy;

STATE OF THE MUNICIPALITY ADDRESS 2012
 


It is my distinct honor and privilege to be invited to this August Body and present to our constituents our achievements during the past year. Today, indeed, is another one-year-chapter of our administration which reminds us that we are half-way of the term our electorate has entrusted us.

Have we made a dent in our governance? Have we delivered appropriate service to our people and gave full customer satisfaction? How did we fair in our duties and responsibilities? Can we really be proud enough to claim that Bauangenians today are better off than 365 days ago? Are we realizing a better, kinder, safer, progressive, and good-governing local government unit? Have we really moved forward as we always say, “Sulong Bauang”, our battle cry!

The resolute and collaborative Sanggunian Bayan Members, headed by its competent and dedicated Presiding Officer, the Honorable Vice-Mayor Angelo Aquino, have shown their unstinted and dynamic support to all our programs, projects and development agenda. Likewise, the inexorable devotion to public service by our department heads and employees, the relentless support of all our 39 punong barangay and other barangay officials, our unshakable nexus with the education sector, various non-government organizations, peoples’ organizations and the religious sector have made possible our evident gains and remarkable achievements.

No doubt we have made a great difference for Bauang and its populace! Allow me, therefore, to present what we have accomplished for the year 2011.

In the field of health and sanitation, the municipality has earned a niche as a national model. Aside from being the Regional Champion for Best Practices in Barangay Sanitation, which was vested by Barangay Parian Oeste, we now hold the singular distinction of the first and only Community-Based Decentralized Wastewater Treatment Facility in the whole Philippines; and this is located at Barangay Central West. We also hold the sole distinction of being the only local government unit in Ilocos Region to have installed a decentralized wastewater treatment facility in both the public market and slaughterhouse and the promotion of the use of eco-san toilets. I am proud to state categorically that we have become the sanitation champion in this part of the world, espousing the protection of clean and safe water resources not only for our present constituents but for the next generations. Consequently, our municipality has become the venue for Lakbay-Aral by other local government units in and outside of the province.

We have been continuing our GABAY, our flagship outreach program, with a total of 2,925 medical and dental patients in nine (9) barangays. Our rural health unit was able to provide medical consultation to at least 8,921 patients and dental services to 2,702 patients. On top of these, other programs like family planning, maternal and child health care, TB DOTS, Mobile Blood Donation, Environmental Sanitation, Control of Acute Respiratory Infection, to name some, were implemented. The municipality also participated in the World Aids Day Celebration, Aids Candlelight Celebration, Red Orchid Anti-Smoking & Healthy Lifestyle Campaign, and the Philippine Red Cross Fun Run.

Since its creation last year, the Bauang Blood Council was able to conduct five blood donation events with a total of 261 blood bags collected in coordination with the ITRMC and the Philippine Red Cross. We have improved and operated the Dona Corazon Campos-Ortega Maternity Lying-in and Geriatrics Center with 151 maternal child births since it opened six months ago, July of last year.

In the field of environment enhancement and protection, we have been exerting great efforts in upgrading our solid waste management program. The municipality procured a bio-digester, shredder, and other essential equipments and tools to reduce waste ending up in our controlled dumpsite. We are one of the few municipalities in the country which implemented an ordinance regulating the use of plastic as secondary packaging at the public market and in other establishments which effectively reduced waste by at least 40%. We employed Eco-Police to ensure its compliance including the strict implementation of the anti-littering and anti-smoking ordinances. Also, we have provided 4400 mahogany seedlings to upland communities to develop mini-forests and another 7000 seedlings for planting in our watershed areas. With regards to coastal management, we were able to procure a speedboat and established Bay-Watch with radio communication.

To ensure the practice of good governance and citizens’ participation, we issued several executives orders creating councils or committees to address various concerns and issues. Aside from giving significant voice of the various stakeholders, these effectively tackled a multitude of sectoral policies and objectives that are closest to the aspirations of our constituents. These were the blood council, senior citizens council, children’s protection, zoning board, investment promotions, business council and poverty alleviation.

The farmers and fisher folks have been our priorities in our development efforts. We continue to strengthen our resolve to increase our rural productivity to ensure food security and contribute in domestic growth and hasten better livelihood and increased income for our rural and fishery sectors. We have continued in our efforts to modernize agriculture by providing support services in the form of financial assistance to organize farmers’ associations, improving their high value commercial crops, providing hybrid & inbred seeds at subsidized costs, swine-goat-bull dispersal projects, fish culture, and on-line municipal fisherfolk registration for the fishery sector.

For all the development efforts in the agriculture sector, I would like to congratulate and commend our agriculture office for the various provincial level awards received in the past year. These are: (1) First Place OTOP 2011; (2) Best LGU OTOP Implementer; (3) Best OTOP Food Category 2011 and (4) Gawad Saka La Union Outstanding Achievers as the Most Outstanding Municipal Agriculturist 2011.

In the field of tourism and information, the Bauang Tourism Council, which is now private sector-led, proved to be an effective mechanism in tourism development and promotion. We have incorporated our very own Tourism Sectoral Plan in the Province’s Tourism Master Plan. I am happy to inform you that, so far, we are the only local government unit in the province to have a local tourism council and it has been effectively functioning.

We were able to pursue successful tourism oriented projects such as the Oktoberfest, Panagkakarar-rua Festival, Baggak Summer Festival, Stations of the Cross Fluvial Parade, Christmas Nativity, and participation in the province’s anniversary celebration. All these activities have been successfully communicated not only to our residents but to all Bauangenians abroad globally through the successful development and launch of our official website, www.bauangtgis.gov.ph, where we regularly upload news, events, advertisements, messages, weather bulletins, programs & projects, and such other important information that we want to convey to our clientele and the public. Through our website, we have effectively placed Bauang conspicuously in the world map on a 24/7 basis, connecting directly to the hearts and minds of Bauangenians wherever they are at real-time.

In the field of engineering and infrastructure, we have implemented various infrastructure projects funded under R.A. 7171 and R.A. 8240 consisting of our own municipal share and more significantly from Congressman Eufranio Eriguel. Through these funds, we allocated and implemented infrastructure projects and programs in all the 39 barangays which consisted of farm-to-market roads, flood control structures, slope protection, spur dikes, school buildings & classrooms, solar driers and tobacco monitoring centers. Furthermore, we were able to construct high impact projects such as waste-water treatment facilities for both our public market and slaughterhouse; and to improve our auditorium and plaza which provides a safe children’s playground and senior citizens’ promenade; and converted the old session hall into a bigger Farmers’ Hall that provides a very convenient facility for diverse events, forums, meetings, and occasions.

In the financial side, we have increased revenue through a more systematic collection of taxes, regular inspection of commercial establishments, stalls and other enterprises. Based on the Report on Revenues & Receipts for the year 2011, we were able to realize a total collection of P61,650,400.04 which is an increase of 30.47% over year 2010 collection of only P47,251,496.59. We have continued with our one-stop-shop for the business permits and license system.

For our concerted efforts to make our community one of the safest municipalities in the country, the Bauang PNP Station garnered several national level awards under the leadership of PCI Artemio Infante. These are: Best Supporting Local Government Unit 2011, Best Municipal Police Station 2011, Best Police Community Relations, and for our Chief of Police, being the Best Junior Police Commissioned Officer during the 2nd National LEAD PNP Award 2011.

In cooperation with Guardian Angels International, we have been providing trainings to barangay tanods for anti-illegal drugs and anti-criminality campaigns, and disaster risk reduction management. To heighten our peace and order campaign, we have installed CCTV cameras in strategic locations in our municipal buildings and at the public market to monitor any possible untoward incidents.

In the social welfare sector, we provided free PhilHealth insurance to 6,007 indigents. And in line with PNOY’s 4Ps poverty alleviation program, we implemented the cash-for-work and pantawid pasada programs to at least 1,442 beneficiaries. In addition to these, we also provided child, youth & women welfare services, enhancement services for the elderly and persons with disabilities.

Right now, we are already in the heat of preparing for our Balik-Bauang Global Reunion/Baggak Summer Festival and the crafting the municipality’s tourism code. The tourism council and lately the Bauang Business Council are taking a bullish step to enhance entrepreneurial activities to boost our local economy and be able to provide more jobs and livelihood for our residents.

I, therefore, once again seek the full support of our Sangguniang Bayan to fast-track the passage of our tourism code, to upgrade our land use plan, and revise our investment incentives code. We will vigorously pursue business promotions especially in the sub-Central Business District from barangay Quinavite to the north as far as Pagdalagan to attract more investors.

We shall revisit our Citizens Charter to improve quality performance in every office and most importantly, to be able empower our citizenry through information and education. Certainly, there should be no room for failures, customer complaints and negative attitudes and norms in all the municipal workplace.

We must continue to increase agricultural productivity so we could contribute to the national domestic growth. We will continue to provide more assistance to the agriculture and fishery sector through innovative technology, enhance food production and other support services.

We shall pursue quality and affordable education for all by constructing additional school buildings and classrooms, provide scholarship programs, and initiate more and better Alternative Learning System.

Our strategic directions shall focus on poverty-alleviation, providing more infrastructure support by upgrading barangay roads and expanding water & electricity coverage, improving local government economic enterprises, improve solid waste management, protection & preservation of coastal and forestry resources, identification and providing site for housing and relocation, prioritizing empowerment programs for the vulnerable & marginalized groups, improving revenue-generation and fund-sourcing, and more importantly, develop and enhance good governance through institutional development, improved municipal operation and sound utilization of resources.

In closing, allow me to quote the creator and inventor of modern management, Peter Drucker, and I quote, “The best way to predict the future is to create it.” Yes, ladies and gentlemen, Drucker, the greatest management philosopher of the last century had stated precisely that we create our own future; we make our own destiny; and together we do it now! We are the Bauangenians who will create a prosperous, peaceful and beautiful Bauang!
