Bauang LGU bags 2017 SGLG award Bauang

Local Government Unit headed by Mayor Eulogio Clarence Martin P. de Guzman III bagged the 2017 Seal of Good Local Governance (SGLG) award for the second time. The first time was last 2015. Out of 19 towns and one city of la Union, only nine towns were the awardees: Bacnotan, Bangar, Bauang, Burgos, Caba, Pugo, San Gabriel, Santo Tomas and Tubao. In Region I, three provinces, 8 cities and 57 municipalities were the awardees.

SGLG symbolizes integrity and good performance through continuing governance reform and sustained local development. It is a progressive assessment system adopted by the Department of Interior and Local Government (DILG) to give distinction to remarkable local government performance across several areas. 

Bauang Municipality hosts TABOAN 2017

Bauang Municipality will be hosting TABOAN 2017 on November 27-29, 2017 at Marand Resort and Spa, Baccuit Sur, Bauang, La Union.
Taboan is a Visayan word which means “market place”. It is the meeting of the minds of different writers as they interact with each other and with their audiences. This is the 8th Taboan or National Writers Festival.

National artist of the Philippines Bienvenido Lumbera will deliver the keynote address. Dr. Butch Dalisay will discuss “Celebrating Arguilla”; Manix Abrera will tackle “Humors and Resilience in Philippine Literature during the plenary. Parallel sessions with topics “Surviving War: The Politics of Witnessing and Recollection”, “Local Color, Global Tones: A Discussion on Harnessing Cultural Identities” and “Caps and Lower Case: Negotiating Content, and Increasing Professionalism in the Workplace of Writers” will be on March 27, 2017.

N.A. Bienvenido Lumbera tackles “Rediscovering Arguilla”, Jun Cruz Reyes talks on “Local Color in Modern Philippine Literature”, Mary Jane Ortega in her “Japanese Occupation of la Union” and National Artist Francisco Sionil Jose with “Reflections on Arguilla. A Lecture-Workshop on Teaching Literature: Poetry by Dr. Isidro Cruz, Fiction - Dr. Luna Cleto, Drama- Ms. Haidee Palapar, Creative Non Fiction- Dr. Priscilla Macansantos, Dr. Hope Yu.

Gunglo ti Mannurat nga Ilocano (GUMIL) National and from La Union, elementary teachers and secondary teachers teaching literature, National Commission for Culture and the Arts (NCCA) and National Commission for Literary Arts (NCLA) will be present during this 3-day event.

Dr. Juliet Mallari, Festival Director is managing the smooth flow of the event in coordination with Bauang LGU. She said, “I chose Bauang to be the venue. I found the town very peaceful, the people friendly and accommodating. Besides Bauang has beautiful tourist spots it can offer.”

Mayor’s Night will be sponsored by Bauang Local Government Unit headed by Mayor Eulogio Clarence Martin P. de Guzman III on November 27, 2017, 7:00 P.M. in front of Sts. Peter and Paul Church. Poetry reading and a Bucanegan by GUMIL will be presented. A cultural presentation to be performed by Baggak Municipal and Youth Choir, Don Eulogio de Guzman Memorial National High School’s Anklung and Rondalla Ensemble, Coro Eulogiano, its dance troupe, Eulogio Clarence de Guzman Memorial Vocational National High School and Sacred Heart School will be entertaining guests, artists coming from the different parts of the Philippines. Baggak Band will play while dinner is served.

Governor’s Night sponsored by the Province of La Union, spearheaded by Gov. Francisco Emmanuel “Pacoy” R. Ortega III will be held at Diego Silang Hall. Governor Ortega will be reading the excerpt of “How My Brother Leon Brought Home His Wife” in English. A representative from GUMIL will be reading the Ilocano excerpt.
The Festival will culminate with a Pasagad Tour around Bauang. The tour will start with the unveiling of Manuel E. Arguilla’s cultural marker at the town plaza, then at his home at Nagrebcan, Bauang ending at Lomboy Grape farms for a crochet demonstration, pick and pay activity and observing the production of grape wine.

With the theme, “Bauang Goes Disney”, the 39 barangays divided into 10 districts, the 17 departments of Bauang LGU merging into 9 groups, different associations, secondary schools, all these participants led by Mayor Eulogio Clarence Martin P. de Guzman III, Vice Mayor Bonifacio G. Malinao, Sr. and the 9 Sangguniang Bayan Members paraded around the town with their colorful and spectacular costumes.

The local LGU offices were the 11 princes in their shining costumes. Group I composed of the Administrator’s Office and the Municipal Planning and Development Council wore “The Emperor’s New Groove” sporting orange color. Group II, Treasury and Market in their navy blue color, depicted “Aladdin”. Group III with Municipal Social Welfare and Development, Registrar, and General Services Office, with sky blue as their color were the group of Frozen. They won third place in the Inter-department Costume Contest Category. Group IV, the Sanggunian Bayan and Vice Mayor’s and Assessor with yellow as their color depicted “Wreck It Ralph”. Group V composed of Municipal Environment and National Resources Office, Budget and Municipal Disaster Risk Reduction and Management Office in their stark green color depicted “Elena of Avalor.”
The Mayor’s Office in their pink color comprising Group VI has “Sleeping Beauty.” They were the champion in the Inter-department Costume Contest Category. Accounting and Engineering and DILG of Group 7, wearing yellow green T-shirts were the “Snow White and the 7 Dwarfs.” HRMO and DILG of Group 8 were in stunning red and they depicted “Toy Story.” Rural Health Unit of Group 9 in their violet t-shirts came out with the characters of “Inside and Out.” They bagged the second place.

ASEC Quinsay visits Bauang LGU

Assistant Secretary Nestor F. Quinsay for Public Safety of the Department of Interior and Local Government (DILG) Central Office visits Bauang Local Government Unit (LGU), October 24.

An interfacing program with the LGU officers was held to honor him. Mayor Eulogio Clarence Martin P. de Guzman III welcomed him.
“We should work together as one to give the best and needed services to our people”, ASEC Quinsay said.

He informed the LGU that the DILG has proposed budget for the purchase of fire trucks at Department of Budget and Management (DBM) and through DILG capital outlay for construction and rehabilitation of Philippine National Police (PNP), Bureau of Jail Management and Penology (BJMP) and Bureau of Fire facilities.

He asked the PNP to continue supporting the programs of Mayor de Guzman since his programs are beneficial to Bauangeños.
